In-Home Supportive Services

The IHSS Program is a federal, state and locally funded program designed to help pay for services provided to you so that you can remain safely in your own home. You may be eligible if you are 65 years of age, disabled, or blind. Disabled children are also eligible for IHSS.

How Are IHSS Payments Made?

  • The rate paid to provider in San Bernardino County is $13.50 per hour. This rate is determined by negotiations by the Service Employee International Union (SEIU) and the employer of record which is the Public Authority (PA) in San Bernardino County. The State issues all checks for individual provider payments. If the provider qualifies, the State withholds the applicable amounts for disability insurance and Social Security taxes.
  • Your provider must submit fingerprints for background clearance.
  • Previous conviction of any of the following three crimes will prevent an individual from becoming an IHSS Provider. Tier I crimes are as follows:
    • Fraud against a government health care or supportive services program.
    • Abuse of a child.
    • Abuse of an elder or dependent adult.
  • There are also Tier II criminal convictions that will prohibit an individual from becoming an IHSS provider.
  • Your provider must attend Provider Orientation. This is a training that assists the provider in learning about the IHSS program, how to work safely in your home and how to complete their timesheets properly.

    ** Please arrive 30 minutes early for the registration process.
    • Providers must bring the following documentation on the day they attend Provider Orientation:
    • Background Check Clearance document from the IHSS Public Authority
    • Social Security Card (a receipt from Social Security Administration will not be accepted nor will laminated or metal cards.)
    • California picture Identification or Driver’s License (a receipt from the Department of Motor Vehicles will not be accepted)
    • Timesheets will be mailed to your provider after the provider’s Social Security Number has been verified.
    • You and your provider must complete, sign, and submit timesheets verifying the delivery of authorized services for the month. If you receive services under the Personal Care Services Program, you and your provider must complete the PCSP Provider/Enrollment Agreement form. Your provider will not be paid until this form is submitted to the IHSS social worker.
