REGISTRY
The Registry is a customized database that matches the needs of IHSS
clients with pre-qualified Registry Home Care Providers. Participation in
the San Bernardino County IHSS Public Authority Registry is voluntary
and is not a requirement to receive In-Home Supportive Services
benefits. Once individuals qualify for In Home Supportive Services (IHSS)
and their hours are assessed and approved, it is the responsibility of the
consumer to locate and hire an Individual Provider (home care worker).
Locating and hiring an Individual Provider can be a difficult process. This
is where the IHSS Public Authority Registry can step in and help. The primary
purpose of the San Bernardino County Public Authority Registry is to provide
a free and voluntary process through which IHSS consumers in need of assistance
and IHSS Individual Provider applicants in need of employment can be “matched”
in an effort to deliver in-home support services.

Authority Registry is to help facilitate these
employment relationships.

Registry Specialists are trained individuals whose skills enable them to use a
comprehensive computerized program that maintains a list of available Individual
Providers who have been screened. The needs of the Consumers are electronically
matched to the task and duties that a provider is willing to render. Once the
list of possible “matches” has been created by the Registry staff, this
information is then relayed to the Consumer who makes a determination
regarding the potential Individual Provider they wish to form an employment
relationship with.
Another function of the Registry Specialists is to help Consumers understand their role
of being the employer of an Individual Provider. This is either done via telephone or
by conducting a Home Visit. Assisting Consumers comes in the form of helping them to
understand the process of selecting, hiring, employing, supervising, and if necessary,
the firing of an Individual Provider. In addition, Registry Specialists assist IHSS
clients by providing problem resolution and mediation techniques to improve the
employer/employee relationship. The Registry conducts Department of Justice criminal
background checks and provides CPR/First Aid training to all registry providers.
Registry staff is constantly recruiting and screening individuals throughout San
Bernardino County, who are interested in providing in-home support services.
This enables us to maintain our goal of having a sufficient number of quality Individual
Providers available to work for the Consumers who utilize our services.

What is the Public Authority Registry?
The Public Authority Registry brings together people who need care in their own
homes with “Individual Providers” – those who want to provide you with that care.
Through the program, Individual Providers (IPs) are put in touch with Consumers
to perform domestic and/or personal tasks in your home. IPs assist you in many

How Do I Sign-Up to Join the Registry?
In order to join the Registry, all Consumers must already be in the IHSS program.
If you are not already enrolled in the IHSS program, please call the San Bernardino
County Intake Line at 1-909-891-3700. If you are already enrolled in the IHSS Program,
please call 1-866-985-6322 and inform the Public Authority staff you would like to apply
to become a Consumer on the Registry and they will direct you to the appropriate Registry
staff member.
How the Public Authority Registry Can Assist You?
At the Registry, we work to match the IHSS client with pre-screened IPs. We can often
assist you in finding IPs in your area by matching their availability and schedules
with your needs. Additionally, the Registry staff can help you with resources
that can assist you with your search for an IP. Although the Registry staff is able
to provide you assistance, you are the IP’s employer and have the responsibility for
hiring, training, supervising and – if needed – firing IPs.
What are the Benefits of Hiring an Individual Provider through the Registry?
When you hire an IP through the Public Authority Registry, you know that the person
has been screened with your safety and needs in mind. Prior to sending you a list
of IPs, the Registry requires all IPs to successfully complete several steps designed

How do I Sign-Up to Join the Registry?
Please call 1-866-985-6322 or come in to the Public Authority at 686 Mill Street,
San Bernardino and ask for an application. Please keep in mind that all Registry
Individual Providers are required to undergo and pass a Department of Justice
(DOJ) criminal background check.
What is my role as an Individual Provider (IP)?
You will make an important difference in people’s lives and while experience is
not required, caring and a strong sense of responsibility are. As an IP, you
can take pride in your skills, compassion and professionalism. This is an excellent
opportunity for you to learn new skills and gain experience in the care giving profession.
Who is my Employer?
Although your paycheck comes from the State of California, the person you are providing
the care to is your employer. This individual is responsible for hiring, training,
supervising and – if need be – firing their Individual Provider. The IHSS Public Authority
is the employer of record for purposes of negotiations with the Union. The IHSS Public
Authority also acts as the administrator of health benefits for those Individual
Providers who are eligible for the benefits.

assistance throughout San Bernardino County who prefer to hire an IP from our Registry.
